Information Governance and Data Sharing

In consultation with our Information Governance leads, we use relevant legislation as an enabler—not a barrier—to sharing data securely and responsibly.

Personally Identifiable Data (PID) is pseudonymised at source and linked using a common pseudonym across datasets. This enables records from different systems to be joined together, providing a richer understanding of a person’s journey, while ensuring that the DiiS Data Warehouse holds no directly identifiable information.

Authorised practitioners within partner organisations are able to re-identify individuals using the pseudonym, but only where they already hold the legal basis and access to identifiable data.

We have a Data Sharing Agreement (DSA) in place with all system partners, and a Deed of Understanding (DOU) with each of our GP practices. We also maintain a comprehensive Data Protection Impact Assessment (DPIA), which is regularly reviewed to ensure that data sharing practices remain safe, proportionate, and legally compliant.
